Ensuring that building maintenance standards are met is essential. The RentSafeTO: Apartment Building Standards bylaw enforcement program helps protect building owners, landlords and tenants during the rental period, with specific guidelines outlining what is and what is not required by both parties. 

Who does the RentSafeTO program cover?

The program generally applies to apartment buildings with three or more storeys and ten or more units and does not cover condo buildings, townhomes or units in a private home. 

What does the RentSafeTO program cover?

It is required that building owners, landlords and tenants have an open communication channel for service requests at all times. The tenant must submit a service request when faced with any issues relating to their unit. Ahead of this, owners of rental apartment buildings must first register and comply with the RentSafeTO program. Landlords must respond to tenants' urgent service requests within 24 hours and non-urgent service requests within seven (7) days.

Service requests include, but are not limited to:

  • Vital services (electricity, heat, water)

  • Pests

  • Common elements

  • General maintenance

It is vital that building owners, landlords and tenants do their part throughout the rental process. RentSafeTO will conduct evaluations on the property typically once every three years to ensure building standards are met.
